ti-83 calculator download is my worst problem. Can some one assist me understand it? I am a beginner at it. What book or other resource do you suggest for beginning this subject?

What exactly don't you understand about ti-83 calculator download? I recall having problem with the same thing in Intermediate algebra, so I think I could try to give you some advice on how to approach such problems. However if you want help with math on a long term basis, then you should buy Algebrator, that's what I did in my Remedial Algebra, and I have to say it's amazing ! It's less costly than a tutor and you can work with it anytime you want . It's not hard to use it, even if you never ever had a similar program. I would advise you to buy it as soon as you can and forget about getting a algebra teacher. You won't regret it!
